Description

This course is designed for beginners who are not yet familiar with safe firearm handling, do not grasp the basics of firearm operation, and have little to no formal experience in firing a gun. Residents of Maryland must have a valid Handgun Qualification License to purchase, rent, or acquire a handgun. Ownership of a handgun you already possess does not require this license. The Handgun Qualification License is mandatory for buying, transferring, or renting a regulated firearm after October 1, 2013.

Topics Covered

The Firearms Safety Training Course is required to be taught by a Qualified Handgun Instructor and must include at least 4 hours of instruction covering the following essential curricula:

 
State Firearm Law:
An overview of the state's firearm laws, including what defines a regulated firearm, the correct procedures for purchasing or transferring a firearm, the legalities of carrying or transporting a firearm, the requirements for a carry permit, the restrictions on firearm possession, and the state's laws regarding minors, allowable force, and the use of deadly force.
 
Home Firearm Safety:
An overview of safe practices for handguns and firearms in the home, including how to prevent access by minors, methods for locking and storing firearms, and the use of safety devices like secure lock boxes.
 
Handgun Mechanisms and Operation:
An overview of the correct operation and safe handling of handguns, including their cleaning and maintenance, how to load and unload ammunition, and the distinctions between revolvers and semi-automatic handguns.
 
Operation and Handling Demonstration:
An orientation segment that verifies the individual's safe operation and handling of a firearm, which includes a "live fire" section where the applicant must safely discharge the weapon. The applicant is not required to shoot beyond 15 yards during the qualification process.

Training certificate of completion and Handgun Qualification License that is good for  ten (10) years from the date of issuance from Maryland State Police.
