Steve Messer – ENCS(SEAL), USN - Ret
Steve is a retired SEAL Senior Chief, Scout Sniper, and Advanced Tactics Instructor with a unique blend of experience across Naval Special Warfare (NSW), Department of Homeland Security (DHS), and the private sector.
He retired from his federal position at DevGru in 2022 where he led an elite team of 52 active duty, civilian, and contract employees in a zero-fail, 24/7 mission response environment. His duties included supervision, oversight, and technology development for 14 of the most sophisticated Special Operations combat marksmanship facilities, demolition ranges, and combat training simulations in the world.
Following active-duty retirement from the SEAL Teams, he served as a founding member of the Government Training Institute (GTI), Barnwell, SC. There he helped develop curriculum and training programs for military special operations forces and law enforcement, including DHS Type I, II, III, Advanced SWAT for Terrorism/WMD Response Operations, Active Shooter, and Improvised Explosive Device (IED) Awareness.
His military and civil service spanned 35 years and included tours of duty at:
